Why is my Telect 350CB06 panel in alarm on start up?

Answer
If your Telect 350CB06 panel is indicating a fuse alarm upon powering up the panel, you need to confirm that all circuit breaker positions are either empty or have a circuit breaker in the "ON" position.  the 350CB06 panel treats any circuit breaker in the "OFF" position as a tripped circuit breaker and will go into alarm state.  Only if all circuit breakers are "ON" or have an empty slot will the panel power-up in a normal condition state.   He does not have any breakers turned on yet. This panel will treat a breaker in the off position as a tripped breaker causing it to be in alarm. Only when the breaker is on or the position is empty with it clear the alarm.
