Telect's power panels will allow for power distribution in a 12Vdc system, although the alarm cards will not work.  Telect's alarm cards begin to detect failures around the 18Vdc level, so operating a panel below this level will not allow for proper operation. So, while you will be able to use the panel to power your 12Vdc devices, the alarming functions will not work including the LEDs.
